Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Polaris Sensor Technologies, Inc., 701 Mcmillian WAY, STE D, Huntsville, Alabama 35806-2923 for the effort to collect and analyze data from various testing sites specifically to demonstrate polarimetric instrumentation and polarimetric analyses capable of detecting and discriminating manmade objects in multiple environments.
The contractor must have the capabilities to furnish all labor, materials and supplies for tasks that include analysis of previously collected data from TRTC and Camp Shelby specifically to demonstrate detection of manmade objects in environmental backgrounds and validate those analyses on newly collected data. In addition, the contractor shall conduct polarimetric imaging data acquisition of target locations as specified by Environmental Laboratory (EL). The polarimetric imaging systems shall be able to collect data in the field under ambient environmental conditions at target distance ranges from 10 meters to 50 meters. The imagers shall be focal plane polarized and able to collect full frame polarimetric images at 30 frames per second. The LWIR polarimetric imager shall have at least 640 x 512 pixels in the focal plane array, with each pixel sensitive to LWIR wavelengths ranging from 7.5 to 13.5 um. The SWIR polarimetric imager shall have at least 640 x 512 pixels with each pixel sensitive to SWIR wavelengths in a SWIR band such as 900 nm to 1.6 um. The VIS polarimetric imager shall have a least 2464 x 2056 pixels in the focal plane array, with the pixels sensitive to VIS wavelengths ranging from 400 to 700 nm. The acquisition system shall be able to output near real time calibrated images representing the linear Stokes parameters and derived polarimetric parameters S0, S1, S2, and DoLP, as well as eTherm. The instrument used must provide data that is compatible with the data produced by the Pyxis instruments.
The intended procurement will be classified under North American Industry Classification System (NAICS) 541330 – Environmental Engineering Services. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar service. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
