This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1).  This notice is for informational and planning purposes and does not constitute a solicitation.

The NAICS code for this procurement is 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.  Delivery on or before 25 July 2024.

The Office of Environment, Health, Safety and Security intends to award a sole source firm fixed-price contract to Motorola Solutions, Inc.

Technical Requirements: 

APX8000 portable radios which have the capabilities to operate on the DOE EHSS existing radio system which is managed by Motorola Solutions.

General Requirements:

The APX 8000 portable radios shall be equipped with the short Very High Frequency (VHF)antennas, and one IMPRES 2 battery.

Include the labor package to assemble and integrate new subscribers with the existing customer fleet. Match new subscriber code plugs, firmware versions, and encryption status with existing customer subscribers. Maintain testing operations of each subscriber individually prior to customer sign off. 

The Serial numbers of the radios shall be provided before the radios are programmed, so the user can provide a spreadsheet with the desired radio identification.

Provide and program an 800Mhz APX8500 consolette to operate on the Montgomery County Police frequencies and integrate this into the existing MCC7500 console.

This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this procurement based upon response(s) to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit in writing their name, address, telephone number, email, and a statement of capability demonstrating their abilities to meet this requirement. The Government will not be responsible for any costs incurred by responding to this notice. All responses must be received by July 25, 2024, at 2:00 PM Eastern Standard Time. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
