Notice of Intent to Modify Contract HQ003421C0069 – Ballistic Vests

In pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Pentagon Force Protection Agency (PFPA), intends to increase the number of ballistic vests via a contract modification to contract: HQ003421C0069 awarded to Southern Police Equipment Company, Inc. (Unique Entity ID: FLBKEPFUX7F5 and CAGE Code: 1TM05), Woman Owned Small Business) on July 23, 2021 for a period of performance (PoP) of July 23, 2021 to April 30, 2022. This modification will extend the PoP from May 1, 2022 to August 31, 2022 and the estimated amount of this contract modification ranges from $125,000.00 to $150,000.00.

Contract number HQ003421C0069 was issued in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source, and is related to Special notice issued on www.SAM.gov under Notice ID: HQ0034-21-R-0222. The NAICS Code for this procurement is 315990, Apparel Accessories and Other Apparel Manufacturing. Small Business Size Standard of 500 employees. A commercial item determination was approved for this contract.

In order to meet the Government’s mission; customized ballistic vests and related services are required in support of a mission critical requirement. Southern Police Equipment Company has previously provided 800 vests that are currently in use. This 4-month modification is to provide critical ballistic vests as future requirement is being re-competed to allow for competitive pricing. This future requirement will be competed via www.SAM.gov in the next couple of months.

The Contracting Officer has determined that Southern Police Equipment Company has the capability to not only meet all the salient requirements for the customized ballistic vests, but also to deliver the product under an urgent schedule; therefore, only one source will be utilized in this contract modification.
