***SOLICITATION AMENDMENT #1 - RFI RESPONSES - 23 FEB 2022***

The subject Request For Proposal is provided by the United States Corps of Engineers- Detroit District  to awardees under 100% small business set-aside for review and comment. 

While always subject to change, award of the subject procurement effort occurring on or before 21 March 2022.  

In the interim, interested parties within may submit comments (e.g., in the form of questions, edits, concerns, etc.) regarding the attached Solicitation to Contract Specialist, Ms. Catherine Shepard at Catherine.Sheppard@usace.army.mil, carbon copying the Contracting Officer, Ms. Shandora Acrey at shandora.acrey@usace.army.mil .  At this time, the Government is under no obligation to answer comments or questions from industry with regards to this Solicitation. Any potential costs incurred in response to the subject Solicitation are solely borne by interested parties, and the Government bears no liability for such costs.

The U.S. Army Corps of Engineers, Detroit District, has a need for Drydocking services in Duluth, Minnesota. This requirement is anticipated to be a hybrid contract, (Firm Fixed Price (FFP) with Time and Material (T&M) CLINs. This requirement is for Drydocking
and Repair of the Tug DL Billmaier and Derrick Barge HJ Schwartz. Drydocking involves extracting vessels from the water so that proper inspection and repair can be completed. USACE is required to drydock all floating plant equipment every five years.
The vessels will be transported, at the Governments expense, to the contractor’s site which is where the Drydocking, Inspection and Repairs will take place. Contract shall be awarded by 21 March 2022 to give the successful contractor time to prepare to receive the Government vessels on 25 April 2022. All repairs and work must be completed by 19 May 2022, this window was established for the entire year by USACE based on when the water ways are the least busy before the summer season. The contractor shall have until 26 August 2022 to provide all required certification and documentation and inspection reports, as necessary.
