***Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)Office of Management & Budget, Field Delegates, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), for the National Seafood Inspection Laboratory (NISL) for Pippettes Maintenance and Calibration Services.
***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA) NMFS requirement for multiple projects as described below:
The National Oceanic & Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS) has single channel and multi channel Pipettes currently used by the National Seafood Inspection Laboratory (NSIL) are verified by NSIL analysts in house and when pipettes fail are mailed to an ISO certified vendor for maintenance. NSIL has a requirement for a certified technician to verify, maintain, and clean pipettes on a year to year basis.
Requirements:
Contractor shall verify and clean 34 single channel and 1 multichannel pipettes.
1: All pipettes will be taken apart and cleaned.
2: All pipettes will be verified that they can accurately measure volume as indicated.
3: Pipettes that do not pass verification will be calibrated and re-verified.
4: Reports, containing serial numbers as identifiers, will be provided to NSIL documenting the work performed and stating that pipettes are suitable for use.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
