This notice is to synopsize a pre-solicitation notification only.

The New Hampshire Army National Guard (NHARNG) intends to issue a solicitation for a Firm Fixed Price/Cost Reimbursement Award for Media Services. The purpose of this contract is to drive recruitment by increasing market share across digital platforms. Accordingly, NHARNG requires the contractor to analyze current practices and make recommendations for enhancing the visibility of its digital marketing campaigns on digital platforms.  It is strongly advised that interested parties review all request for proposal (RFP) content thoroughly to include the performance work statement (PWS). The Government anticipates that the contract shall include one (1) base period followed by four (4) option years. The Government reserves the right to exercise all or none of these options.  

The Government intends to release this RFP as a total small business set-aside under the North American Industrial Classification (NAICS) Code is 516210 - (Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers.) - a small business size standard of $41.5 million. Only small-business vendors who are actively registered in SAM, responsible, and qualified shall be allowed to submit quotes.   The RFP shall exclusively be issued via the intent on Contract Opportunities at Sam.gov.  Interested parties are responsible for checking the above listed internet address daily for any proposed changes to the solicitation when it is issued. Any amendments issued to the solicitation must be acknowledged by potential off errors. No corrections and/or changes to proposals will be allowed after the proposal submittal due date and time.

The Government anticipates that a solicitation will be issued on, or about, 16 December 2022. Responses will be due on, or about, 30 January 2023 and the Government anticipates that final award will be made around 25 February 2023. Interested potential offerors must be registered and current within the System For Award Management (SAM) database in order to be eligible to receive a contract award from the Federal Government.
