Solicitation for United States Personal Service Contractor (USPSC), Administration and Program Specialist (Chief of Staff), GS-11 Equivalent

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

The roles and responsibilities of this position are the equivalent of a Staff Assistant position that supports the leadership team at a State Department office. The incumbent will serve as an Chief of Staff in Islamabad. S/he reports to one of the Deputy Mission Directors within the Office of the Director.  S/he provides office administrative support to the Office of the Director, which in addition to the Director includes two Deputy Mission Directors (i.e., the senior leadership team); the Resident Legal Officer; and locally engaged executive support staff positions. The incumbent is a member of the Executive Secretariat, which is a functional team within the Office of the Director comprised of Foreign Service National (FSN) executive support staff, and, when filled, a U.S. citizen Eligible Family Member (EFM) position. Similar to the Embassy’s Executive Secretariat, the Executive Secretariat administers communications, information, and recommendations to aid the Mission Director’s decision-making process on programs and operations, and facilitates communication between the USAID Front Office and Mission Staff, the U.S. interagency including liaison with the Embassy Executive Secretariat, the public, the GOP, and other development partners and stakeholders.
