Description

The National Oceanic and Atmospheric Administration (NOAA)'s Western Acquisition Division intends to negotiate, on a sole-source basis, under the authority of FAR 13.106-1(b)(1), with Loligo Systems. This sole-source determination is based on NOAA's requirement that Loligo Systems is the sole entity capable of meeting the specified requirements and objectives.

Objective:

The request is for the purchase of a Loligo core microplate respirometry system, manufactured by Loligo Systems, along with all necessary parts for its operation. The EFS Division requires this system to measure oxygen respiration in various sizes of marine larval and juvenile bivalves. The Loligo Systems brand is essential due to its capability to handle a variety of sample sizes, precision in measurements, and reliability in seawater environments. Additionally, the new Loligo microplates will integrate seamlessly with existing Loligo microplates (1.7mL capacity) owned by the NWFSC EFS Division, enhancing compatibility, efficiency in staff training, and data collection for species at different life stages. This purchase supports the EFS Division's key objectives related to the National Marine Fisheries Service mission, including innovative problem-solving for sustainable aquaculture development and understanding climate variability impacts on shellfish.

The EFS Division requires the following Loligo System parts to ensure a fully functioning, integrated, and flexible unit:

  1. Loligo Systems - Microplate system (Core) (24 channels/80uL) #SY25000. Quantity: 1
  2. Loligo Systems - 24-well glass microplate (24 channels/1700uL) #CH25040. Quantity: 1
  3. Loligo Systems - Water bath for microplate PN: CH10505. Quantity: 1

Notice:

This notice of intent is NOT a request for competitive proposals, and no solicitation package is available.

However, firms that believe they can fully meet the government's requirements may submit supporting documentation in writing to the identified point of contact (below) within the allotted timeframe after publication. Such documentation will be evaluated solely to determine whether to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the government's discretion. Oral communications are NOT acceptable in response to this notice.

Capability statements are due no later than Tuesday, July 16, at 12:00 EST. All correspondence sent via email must contain a subject line that reads "143041-24-0269 - Loligo Core." To ensure receipt, attachments must be less than 20 MB in total. It is the offeror's responsibility to confirm receipt with the government before the due date and time.
