Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires annual inspection(s), maintenance and repair services for three (3) elevators and one (1) handicap lift for base year plus four option years as specified in the solicitation and statement of work for NOAA/NEFSC located at Woods Hole, MA 02543-1026. Period of Performance: 1 May 2023 through 31 March 2028 (Base plus four (4) option years). Department of Labor Wage Determination (as incorporated) is applicable to the work.

The proposed solicitation is issued on an unrestricted basis. The NAICS code is 561790 with a size standard of $9.0M. The solicitation is issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2023-01, effective December 30, 2022.
The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the best value considering past performance and price. RFQ is issued in accordance with Federal Acquisition Regulation (FAR) Parts, 12, 13 and 15 via the Federal Contracts Opportunities via SAM.gov website https://sam.gov/content/home. The solicitation number is 1333MF-23-Q-NFFM-0017; Hard copies of the RFQ will not be issued.
It is incumbent upon the contractors to monitor the SAM Federal Contract Opportunities site all subsequent amendments. The anticipated award date will be on or about December 15, 2022. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12, FAR Part 13 (Commercial Acquisition) and FAR Part 15 (Contract Negotiation)). All responsible small business concerns/sources may submit a quote which shall be considered by the agency.
Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), https://sam.gov/content/home , prior to submission of proposals. All vendors doing business with the Government are required to be registered and active with the SAM. Award will not be issued to vendors not actively registered within SAM.
