Industry Partners,
To support your interest in the LASSO Architecture, we have prepared a Draft CUI Statement of Objectives (SOO) for your technical feedback before the formal release of the Architecture Request for Prototype Proposal.
Background:
We are issuing a SOO instead of a Statement of Work for three key reasons:
- The Government wants to provide industry the flexibility and opportunity to propose innovative solutions for the LASSO architecture. This affords industry the option to leverage best in business practices and development, lessening as many constraints as possible.
- Industry proposals will provide the necessary confidence to select the best architectural strategy to meet Soldier’s needs in modern combat environments.
- The Infantry Brigade Combat Team architecture is constantly maturing, and LASSO will be a key system within it. The Government seeks expertise in kill-chain platforms, communications, and design techniques to establish a functional architecture. We also require a vendor capable of implementing a Modular Open Systems Approach within LASSO and recognizing key interfaces for future capability enhancements. The architecture’s flexible progression allows us to integrate across platforms and command nodes efficiently, allowing for seamless upgrades, enhanced schedules, and lower costs.
To obtain a copy, please e-mail one of the Government points of contact (POC’s) below with your intention to review the draft CUI SOO, and a Government representative will forward the document via DoD SAFE with a passcode for access to the encrypted file.
There is an Operations Security (OPSEC) requirement to ensure all recipients of the CUI file meet access requirements in accordance with (IAW) 32 CFR 117, NISPOM and DoDM 5200.48, Controlled Unclassified Information. CUI information is not releasable to the public, so if you are a newly interested vendor and did not attend the LASSO Industry Day in October 2024, please provide your citizenship on a letter from your Facility Security Officer (FSO) and provide your company cage code.

After reviewing the draft SOO, please provide technical feedback no later than 30 January 2025. If desired, the Government will schedule a MS Teams meeting to discuss your feedback. Please inform us of your intention to schedule the meeting no later than 20 January 2025.
