FOR INFORMATION ONLY: This Synopsis/Pre-solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below.

The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from Request for Proposal (RFP) W912DW24R0024.

This Request for Proposal (RFP) is available to all business firms with active SAM registration under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction.  

In accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, construction magnitude is estimated to be in the range of $25,000,000 to $100,000,000. 100 percent payment and performance bonds will be required.

Project Description: The purpose of this project is to construct a consolidated rigging facility including parachute rigging facility consisting of drying tower, packing lanes, parachute repair room, supply rooms, storage areas, oxygen systems maintenance room, and a classroom, building information systems and sustainability and energy features.  Supporting facilities include all related site-work and utilities (electrical, water, gas, sanitary sewer, and information systems distribution), lighting, parking, curb and gutter, sidewalks, storm drainage, landscaping, roads, and other site improvements. Special construction includes sustainable construction features complying with Leadership in Energy and Environmental Design (LEED ver 4) “Silver”.  Though LEED Silver will be met a follow up certification will not be pursued. Access for persons with disabilities will be provided. Comprehensive interior design and audio-visual services are included.
