SUBJECT: Request for Quote (RFQ)

TITLE: RECRUITING AND RETENTION PROMOTIONAL ITEMS

SOL#: W91364-23-Q-0014

The Ohio National Guard (OHARNG) has a requirement for Recruiting and Retention Promotional Items.

This is a Total Small Business Set-Aside. The NAICS code for this solicitation is 339950. The size standard is 500 employees.

Products associated with this RFQ must be Made in the USA or be TAA Compliant. Offerors must clearly designate the country of origin for each of the products being offered. Failure to provide the country of origin of your products may result in rejection of your quote.

This requirement will a Firm-Fixed Price Contract and will be awarded on the basis of the Lowest Price Technically Acceptable (LPTA). The determining factors of the technical evaluation will be how closely the products submitted in your quote reflect the requirements provided in the attached product descriptions of each item.    

Offers MUST include enough product information (i.e. model numbers, photos and product specifications) for the OHARNG to determine that the proposed items meet the necessary minimum requirements. Failure to submit sufficient information may result in the rejection of your quote.

Offers must include a quantity and cost for each line item in addition to a calculated total for your quote as outlined in the Solicitation (1449).

This will be a single award contract. There will not be multiple awards made for this requirement.

The winning offeror will be required to provide digital (photo) copies and two physical examples of each product that will need to be approved by the Requiring Activity before final production can begin.  

Respondents to this Request for Quote (RFQ) must be registered in SAM. You may register electronically at http://www.sam.gov. Registering electronically will expedite the registration process.

Please include your SAM Cage code or DUNS number in your quote. Proposals are due by 12:00 PM, EST 27 April 2023. Quotes may be submitted to the Contract Specialist: herbert.l.brown24.civ@army.mil. Faxed proposals will not be accepted.

Question/clarifications must be submitted by email to herbert.l.brown24.civ@army.mil. No questions will be taken by phone. Questions are due no later than 12:00 PM 20 April 2023. A question/answer document will be posted as an amendment to this RFQ.
