THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 PROCEDURES. THIS IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. THIS IS NOT A REQUEST FOR PROPOSALS OR A SOLICITATION FOR A CONTRACT, GRANT AWARD, OR OTHER TRANSACTIONS AGREEMENT, AND IT DOES NOT OBLIGATE THE GOVERNMENT IN ANY WAY. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST.

The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. The Government does not guarantee to adhere to the scenarios described in this RFI or to the specific functional, performance, and schedule requirements listed; they are subject to change based on the availability of funds or other programmatic considerations. 

Executive Summary

The NOAA Office of Space Weather Observations (SWO) requires extendable multi-mission mission services to support continuity of space weather observations through NESDIS management of satellite observatories in orbit around Earth-Sun Lagrange Point 1 and other orbits. The Space Weather Follow-On Program L1 observatory will launch in 2025. The next two spacecraft will be Space Weather Next (SWX) L1 Series observatories and will be near-copies of SWFO-L1 with respect to their observational and operational requirements. They are scheduled to launch in late 2028 and 2032 respectively. SWO mission services may be developed as an evolution of existing NESDIS ground system capability and deployed as an enclave of an existing NESDIS FISMA HIGH security system or created as an independent NESDIS HIGH security system. In preparation for launch of the second L1 Series observatory in 2032, SWO mission services must have the capacity to operate up to three observatories at L1 simultaneously. SWO ground services must also optionally operate a geosynchronous series of space weather satellites beginning no earlier than 2032.
