T-38 Escape System Upgrade Program (ESUP) II - Notice of Contract Award

This posting is to provide notice of contract award for the T-38 Escape System Upgrade Program (ESUP) II Indefinite Delivery Infinite Quantity (IDIQ) Contract. This contract action was not awarded competitively IAW FAR 6.302-1 – 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Martin-Baker Aircraft Company Limited is the only company that can satisfy the USAF Form 1067 and the T-38 ESUP-2 System Requirements Document  with a TRL 9. The Martin-Baker Mk US16T is the only feasible ejection seat capable of meeting all of the Government's requirements, to include the installation schedule as currently planned, within USAF program objectives. Award to any other source would result in an unacceptable delay of at least 36 months, where the Mk US16T ejection seat does not require any additional development to meet the Government's requirements. The exception at DFARS 225.7002-2(b) applies to this acquisition, because the Secretary concerned has determined that items grown, reprocessed, reused, or produced in the United States cannot be acquired as and when needed in satisfactory quality and sufficient quantity at U.S. market prices. 16. Description: The purpose of this contract is to provide safety improvements and sustainability upgrades to the escape system currently found in the T-38A and T-38B aircraft. The T-38 Escape System Upgrade Program- Increment II (ESUP-2) will improve safety for aircrew and reduce sustainment across the life cycle. The contract includes procurement of non-recurring engineering; support equipment; training; and production and installation of Mk US16T seats for all T-38A/B aircraft. The IDIQ contract includes ESUP-II production readiness, production, fielding, and support, of the Mk US16T seat, as required.
