Request for Information (RFI) - Color Vision Operational Testing Development

The FBI requests capability statements from firms with expertise color vision testing, color vision research, and equipment. The intent of this Request for Information (RFI) is to obtain information that will assist the FBI in determining the market for independent, professional firms that have the capability to develop and validate a color vision testing protocol that will possibly provide applicants testing opportunities beyond the initial failed color vision testing. The FBI is looking for information regarding firms that have extensive experience in the areas of color vision testing development and associated programs and equipment.

The FBI is looking for firms that have experience in developing color vision tests, processes, and protocols for similar government organizations and agencies. A thoroughly designed 3 tier color vision testing process will enable the FBI and applicants to feel confident that the test is accurately predicting success in the field.  The 3 phases are baseline testing, controlled computerized evaluation, and a performance-based test.  The following bullets should be addressed:

• Color Vision history, industry standards and R&D
• Develop Color vision test specific to Law Enforcement
• Validate Protocols
• Develop training for test administrators
• Train test administrators
• Deploy testing units
