S02 NOTICE OF INTENT TO SOLE SOURCE VA CARES Page 2 of 2 The RPO East/NCO 6 Contracting Office, Hampton, Virginia, intends to award a sole source contract to Davis Research LLC. (OEM) as a result of them being the only legally authorized seller of Program of General Caregiver Support Services (PGCSS) products. The Durham Veterans Affairs Medical Center requires PGCSS in an effort to conduct 1,500 interviews and validate caregiver support for the veteran community. The PGCSS is the only product acceptable by the Department of Veterans Affairs. Davis Research LLC. has a proprietary license and its use can only be executed by the OEM. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR Part 13.106-1(b). Please note that this is not a request for competitive proposals. However, all interested parties who support NAICS# 541990 (All Other Professional, Scientific, and Technical Services) believe they can meet the requirements are invited to submit in writing complete capabilities statement describing their ability to provide the product/services listed above. Deadline date for the submittals is 12 July 2023 at 0900 (9AM) Eastern Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for determining whether to conduct a competitive procurement.
