Amendment 0002 -

The purpose of this communication is to provide Amendment 0002 to N00421-23-R-0004 (see attachment). This amendment: 1) provides an amended C1 Cost Worksheet (adjusted minimum rates); and 2) updated Attachment 08 Wage Determination 2015-4279 v20.

Amendment 0001

The purpose of this communication is to provide Amendment 0001 to N00421-23-R-0004 (see attachment). This amendment: 1) provides responses to questions (Attachment Q1) received from industry (11 May 2023 through 19 May 2023) in response to the Solicitation released on 11 May 2023; 2) changes the method to submit questions associated with the solicitation; and 3) extends the proposal due date.

All Offerors must acknowledge receipt of any amendments to this solicitation either by initialing and returning a copy of the SF-30 with their proposal or by acknowledging receipt and consideration of the amendment(s) in the cover letter to their proposal.

DISCLAIMER:  This is a Request for Proposal. The Naval Air Warfare Center – Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at St. Inigoes, MD, announces its intention to procure, on a competitive basis, the services necessary to provide Mission Systems Engineering (MSE) services to the Ship & Air Integrated Warfare (SAIW) Division. The services shall include providing Command, Control, Communications, Computers, Cyber, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C6ISR) systems engineering support, C6ISR integration support, and ISEA and logistics support to Mission Systems programs, systems, and technological areas within the SAIW project portfolio.

This procurement will be a full and open competition.  The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a small business size standard of $47,000,000. The Product Service Code (PSC) for this requirement is AC13, National Defense R&D Services; Department of Defense – Military; Experimental Development. The Government’s intent is to award a Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror who proposes the best overall value, with an estimated award date in November 2023.  The contract will have a five (5) year ordering period.  The solicitation number is N00421-23-R-0004. See attached RFP with attachments. 

The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors about this requirement. Questions and Answers (Q&As) are attached incorporating questions from industry regarding the draft RFP posted 20 March 2023 on sam.gov.

Offerors shall submit all proposal volumes in response to this RFP electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) portal at https://piee.eb.mil. Offerors and their subcontractors shall ensure the proper company points of contact are registered on the site.  No other submissions, or other electronic system, are authorized for use by the solicitation. Questions regarding the solicitation shall be submitted in Procurement Integrated Enterprise Environment (PIEE) via the Contracting Communication Module (CCM) at https://piee.eb.mil. Each question or comment should reference the applicable document, page number, and paragraph number. For additional information about using the CCM, refer to https://pieetraining.eb.mil/wbt/xhtml/wbt/ccm/index.xhtml. Offerors shall not include any proprietary information in a question, because the Government will provide the question and answer to all potential Offerors. All questions must be submitted no later than 2:00 PM Eastern Time of the 14th calendar day after the date that this solicitation is issued. Questions received after the deadline above may be answered at the Government’s sole discretion.
