Description
The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse, Mental Health, Sex Offender and Medication Assisted treatment services for male and female inmates residing at the local Residential Re-entry Center (RRC) and on home confinement in the San Antonio, TX area (Location A) and in the Del Rio, TX area (Location B), which are approximately 150 miles apart. Location A in San Antonio will require substance use disorder, MAT, and mental health treatment, with services to be provided in-person, or by audio-visual, real time, two-way interactive communication (telehealth). Services provided in-person are needed within a 10 (ten) mile radius of the Main Post Office, 615 East Houston Street, San Antonio, TX 78205 and within 0.5 mile walk to a San Antonio VIA Metropolitan Transit bus stop. This requirementwill ensure the contractor is located within walking distance of public transportation and offenders are not subject to walking long distances. Location B in Del Rio will require substance use disorder, MAT, mental health, and also sex offender treatment, with services to be provided by audio-visual, real time, two-way interactive communication (telehealth).
Performance periods under this contract will be for a one-year base period to begin on June 01, 2023 with four (4) one-year option renewal periods with service ending (if all options are renewed) on May 31, 2028. The following services are required to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Utah and may be sub-contracted to another licensed contractor.

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, 2022, Statement of Work. The request for quote will be available on or after March 28, 2023 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.SAM.gov. Hard copies of the request for quote will not be available. The SAM.gov site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about April 28, 2023.
This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price, IDIQ contract with a Guaranteed minumun and an Estimated maximun. All responsible business concerns may submit a quote which will be considered by this agency.
