C/KC-130T T56 Series 3.5 Engine Kit Installation Upgrade

Amendment 0005 is issued.  Proposal due date remains unchanged as 2:00 PM local (Eastern) time 5 July 2024.  All questions to the solictation shall be received by 2:00 PM 14 June 2024.  Questions 1-34 from industry are posted to the PIEE Solicitation Module with Amendment 0005. 

Amendment 0004 is issued.  Proposal due date is hereby updated as 2:00 PM local (Eastern) time from 27 June 2024 to 5 July 2024.  All questions to the solicitation shall be received by 2:00 PM 14 June 2024.  Attachment 1 PWS dated 20 May 2024 is replaced with Attachment 1 PWS dated 6 June 2024 to clarify paragraphs 5.1, 6.0 and 6.1. Exhibit A dated 14 February 2024 is replaced with Exhibit A dated 6 June 2024, specifically all CDRLs were updated to incorporate a new email address for Block 14 and A004 included an update Block 5. Section J of Solicitation N0001924R0007 is revised to reference the updated Attachment 1 PWS dated 6 June 2024. Questions 1 – 33 from industry are posted to the PIEE Solicitation Module with Amendment 0004.

Amendment 0003 is issued.  Proposal due date remains unchanged as 02:00 PM local (Eastern) time 27 June 2024.    Attachment 1 PWS dated 30 April 2024 is replaced with Attachment 1 PWS dated 20 May 2024 to clarify paragraph 11.3. Section J of Solicitation N0001924R0007 is revised to reference the updated Attachment 1 PWS dated 20 May 2024. Questions 1 – 13 from industry are posted to the PIEE Solicitation Module with Amendment 0003.

Amendment 0002 is issued.  Proposal due date is hereby updated from 02:00 PM local (Eastern) time 06 June 2024 to 02:00 PM local (Eastern) time 27 June 2024.

Amendment 0001 is issued.  Proposal due date remains unchanged as 02:00 PM local (Eastern) time 06 June 2024.  Kathie Bartz, email kathie.m.bartz.civ@us.navy.mil, is added as an additional Contract Specialist point of contact under Solicitation N0001924R0007, Section A and Section L, and within Attachment L-3 Vol 3 PPQ. Attachment L-3 Vol 3 PPQ dated 14 Feb 2024 is replaced with Attachment L-3 Vol 3 PPQ dated 30 April 2024 to add Kathie Bartz as an additional point of contact for submission of the past performance questionnaire.  Attachment 1 PWS dated 14 Feb 2024 is replaced with Attachment 1 PWS dated 30 April 2024 to add an additional sentence under Section 5.5 and Section 6.0 for clarification. Section J of Solicitation N0001924R0007 is revised to reference the updated Attachment 1 PWS dated 30 April 2024. Questions 1 – 8 from industry are posted to the PIEE Solicitation Module with Amendment 0001.

The Naval Air Systems Command (NAVAIR) posted formal competitive solicitation N0001924R0007 to the Solicitation Module of the U.S. Government Procurement Integrated Enterprise Environment (PIEE) website for the procurement of services in support of US NAVY T56-A-16 Power Section Engine Module Upgrade to T56-A-16A (Series 3.5) for C/KC-130T aircraft. (Reference related presolicitation notice N00019-22-REFPREQ-APM207-0771 posted to SAM.gov website on 04 Jan 2023.) This acquisition is a total small business set aside that will result in placement of a Single-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a four (4) year ordering period. The PIEE website is https://wawf.eb.mil.  Web Based Training for registration and proposal submission is available as a separate portal on the main page of the site or by visiting https://pieetraining.eb.mil/wbt/.  Planned award timeframe is October 2024 – May 2025.  All proposals must be UNCLASSIFIED.  Proposals are due not later than 2:00 pm Eastern Time on 06 June 2024.  Please refer to Section L (Instructions, Conditions and Notices to Bidders) of Solicitation N0001924R0007 for detailed instruction to Offerors.
