Description

The Government is contemplating the acquisition of an experienced and reliable cybersecurity services vendor to provide identity management platform software and maintenance support. The IRS is pursuing vendors that can provide operations / maintenance services for existing agency software and are authorized to furnish brand-name software modules as an optional purchase. The purpose of this RFI is to obtain knowledge and information on the capability of any similar software products relative to the Government’s requirement.  

DHS has selected SailPoint Technologies, Inc. IdentityIQ (IIQ) to address Continuous Diagnostics and Mitigation (CDM) Program requirements for Identity Access Management (IAM) and Privileged Account Management (PAM). The Department of the Treasury and IRS have aligned with DHS in adopting SailPoint IIQ as the brand-name identity security solution for their respective enterprises through inter-agency agreement (IAA).

Prospective vendors shall be capable of providing operations and maintenance support for existing SailPoint IIQ Platform licenses and modules for approximately 130,000 internal users (active correlated identities). The IRS seeks vendors that are SailPoint Technologies, Inc. original equipment manufacturers (OEM) or OEM-authorized resellers / servicers. The vendor will provide patches and upgrades as required to maintain full functionality and alignment with Agency mission requirements. Firmware and software patches and updates shall be made available to the Government aligned with the OEM’s release schedule. The vendor shall provide technical support for software patches and technical support documentation; points of contact to timely address all issues, including phone numbers and availability schedules for technical support. The vendor shall provide the Government emergency fixes timely.  

Interested vendors should also be capable of providing additional software modules (e.g., Service Now Integration – SPT SNOW INT) as an option to the government. The vendor will provide instruction and training for licenses and / or modules procured through the eLearning OnDemand Portal. IRS uses SailPoint 8.4 and leverages Department of the Treasury vehicles for select licensing and module purchase agreements. Existing modules to be serviced under the prospective O&M contract are under a perpetual licensing agreement, while future purchases must be under term agreement per the OEM.
