The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for four (4) each NSN: 1730-01-534-6421, Towbar, Aircraft, P/N 17G013043-501, which includes one First Article, one First Article Test Plan, and one First Article Test Report.
Towing or pushing the C-17 aircraft, either forward or backward, is normally accomplished through the nose landing gear (NLG). The NLG incorporates a tow lug design similar to the lug on the KC-10 and having design maximum allowable torsional load of 273,000 in-lbs and maximum axial load of 90,000 lbs. A means is required at the organizational and depot levels of maintenance to interface between the NLG tow lug and the tow tractor while towing and/or positioning the aircraft, at its gross takeoff weight of 586,000 lbs., up a 3 percent grade. The means must provide adequate clearance between the aircraft and the tow tractor. In addition, the means must have an effective length (aircraft interface to tractor interface) of approximately 174”. The commercially developed, contractor furnished aircraft towbar, Specification Control Drawing P/N 17G013043-501 or equivalent, is recommended to fulfill the requirements identified in the functional analysis. The towbar will interface between the aircraft towing tractor, P/N: 0404-48980 (SERD 010002) and the aircraft NLG towing lug and tow a 586,000 lb. aircraft.
Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as 100% Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED. Proposals are due 24 Jun 2024 by 5:00 PM EST.
