Description

This is a combined synopsis/solicitation for Forestwide Road Maintenance and related activities on the George Washington & Jefferson National Forests.  The combined synopsis/solicitation is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation and Solicitation No. 12443923R0002 is attached to this notice with attachments.  If interested, please refer to Instructions to Offerors (Page 33) and FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (MAR 2023) (Pages 47 and 48) for instructions on submitting offers for this project. 

Work includes surface maintenance, road reconditioning, cleaning and reshaping ditches, cleaning culverts, placing aggregate surfacing, placing riprap, removing existing culverts, furnishing and installing new culverts, vegetation maintenance, and gate installation.

All offers shall be received by 4:30 p.m. EST on Thursday, May 4, 2023.  Submit offer by email to sharon.martin@usda.gov so that it is delivered into this inbox by the due date and time.  Emails should contain 3 separate attachments (Technical Proposal, Price Proposal, and Representations and Certifications) in Microsoft Word, Excel, or Adobe PDF format.  Be aware that large attachments may increase the time required to deliver an email.  It is the offerors responsibility to confirm receipt of the offer from Sharon Martin @ sharon.martin@usda.gov.   

One award will be made from this solicitation for the Base Period for all districts.  Offerors must submit pricing for all item numbers to be considered for award (Base Period and Option Years).  The government may or may not exercise the Option Years. 

This acquisition is 100% set-aside for small businesses.  The North American Industry Classification System (NAICS) code is 237310 and the Small Business Size Standard is $45.0M.
