Description

This is a combined synopsis/solicitation being issued under FAR Part 13.5 as a public competition.

The Library of Congress (LOC) maintains the National Audio-Visual Conservation Center (NAVCC) to preserve motion pictures and other media. The NAVCC has a requirement to replace its existing 12-year-old moving image archive encoding, media inspection, metadata creation, machine control, and workplace automation systems with current technologies.

The contractor shall acquire, install and integrate encoding hardware, software and required support equipment resulting in a complete, fully functional, turnkey system using current technologies and operating systems. The contractor shall provide a KVM switch that allows operators around the NAVCC to access and control the various equipment. An existing RS-422 serial control router shall be cabled to the new systems and ensure the required patching and control functionalities via the existing router
interfaces. Cabling and patching updates and changes required to allow the new systems to operate seamlessly within
the NAVCC.

The contractor shall also provide the installation and configuration of uninterruptable power supply (UPS) units for the
encoding hardware and support systems and the required automated shutdown of the equipment in the event of a
power outage. The systems must be integrated into the current system at the NAVCC using specific technologies (see the attached Brand Name Justifications).
