Description

This is not a request for a proposal. The intent of this pre-solicitation synopsis is to notify potential offerors of a Base plus 4 option year, Performance-Based contract for Interpreting Services to the hearing-impaired Veteran patients and employees for VA Phoenix Healthcare System, Arizona. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary for interpreting service In Accordance With (IAW) the Performance Work Statement (PWS). Vendors must have qualified, trained, competent, and readily available sign language interpreting services from trained persons with demonstrated competency as interpreters. Work shall comply with government and commercial standards. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Veterans Administration standards, instructions, and commercial practices. The Veteran Administration intends to issue a formal solicitation on or about 10 November 2023 via SAM.gov (https://sam.gov/) under the solicitation number 36C26224Q0048. The solicitation will result in a firm-fixed priced contract with a five (5) year ordering period January 1, 2024, to 30 September 2028. This requirement is being solicited as a Service-Disabled small business set-aside. The North American Industry Classification System (NAICS) code 541930, Translation and Interpretation Services, applies to this acquisition. The size standard is $22.5 million. The contract award will be made based on under comparative evaluation process outlined in FAR 13.106-2 (b) (3). All instructions for submitting quotes will be provided in the solicitation. The entire solicitation will be made available only on SAM.gov. Paper copies will not be available. Potential quoters are responsible for monitoring this site for the release of this document and subsequent amendments. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov. Registration may take up to three weeks to process. All responsible sources may submit a quote that shall be considered by this Agency.
