Description

Repair Building 120, Multi-Use Building at the Watervliet Arsenal

Scope: This project will complete renovation of a 102,000 square foot commercial and industrial building at Watervliet Arsenal, New York.  The project will consolidate a wood shop and general facility maintenance working space on the ground level into one centralized facility and improve efficiency and storage.  In addition, the construction of a new full scale modern lab facility on the second level and provide for new office space on the third level.  This building is currently being used for wood shop and general facility maintenance on the ground level and open storage on the third floor. A significant portion of the second floor of this building is currently vacant.

Acquisition Strategy: This is a single-step "Best Value Trade Off" solicitation in accordance with Federal Acquisition Regulation (FAR) 15.101-1 for the Repair Building 120, Multi-Use Building located at Watervliet Arsenal, NY. The Government will evaluate the proposals in accordance with the Source Selection Criteria, and award a firm fixed price contract to the responsible firm, whose proposal conforms to all the terms and conditions of the solicitation and is fair and reasonable and offers the best overall value to the Government.

This acquisition will involve a Project Labor Agreement (PLA). A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Please reference the Federal Acquisition Regulation (FAR) Subpart 22.503 – Policy for further information about PLAs.
