Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation No. 6913G623Q300006 is issued as a Request for Quotation (RFQ).  

This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.  This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2022-08, effective 10/28/2022.  The NAICS Code is 334519; the Small Business size standard is 750 Employees. 

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA, intends to solicit and award a on a sole source basis to Hexagon US Federal, Chantilly, VA, in accordance with FAR 13.106(b).  The Volpe Center and the Maritime Administration (MARAD) shall conduct testing of Controlled Reception Pattern Antenna (CRPA) and complementary PNT (CPNT) technologies that were recommended from a previous Pilot Program report focused on the maritime sector.  The testing will be conducted using MARAD’s Ready Reserve Force (RRF) fleet vessels. This requirement is to acquire the Hexagon GAJT-410ML (2) and GAJT-710ML (2), in accordance with the contract line items (CLINs) below.

REQUIREMENTS/CLINS

The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote.  Please provide a firm fixed price quote in accordance with the Contract Line Items (CLINs) list below:

This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein.  

FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference.  

All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (attached).  An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through http://www.sam.gov.  If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.  

All Contractors must be registered in SAM in order to receive an award from a DOT Agency.
