Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation No. 6913G623Q300026 is issued as a Request for Quotation (RFQ).  This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.  This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-01, effective 12/30/2022.  The NAICS Code is 541690; the Small Business size standard is $17.5 million.  This is a total small business set-aside.

The John A. Volpe National Transportation Systems Center (“Volpe Center”) in Cambridge, Massachusetts, in supporting the Federal Motor Carrier Safety Administration's (FMCSA's) Safety Applied Statistics and Analysis Program, intends to solicit and award on a competitive basis a contractor to assist in conducting an analysis of industry trends driving the increased use of Class 3 trucks and the related increase in associated crashes, in accordance with the attached statement of work (SOW). (Class 3 trucks are those with a Gross Vehicle Weight Rating (GVWR) of 10,001 to 14,000 lbs. and include box trucks, delivery trucks, and heavy-duty pickups.)

REQUIREMENTS/CLINS

The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote.  Please provide a firm fixed price quote in accordance with the Contract Line Items (CLINs) list below and the attached SOW:

CLIN 00100 – Subject Matter Expert support for an analysis of industry trends and factors driving the increased use of Class 3 trucks and Class 3 truck crashes
Quantity: 1 LS, Total Price $_________________ 

CLIN 00200 – Subject matter expert support to the Volpe Center for an exploration of alternatives to FMCSA's current methodology for measuring the effectiveness of the roadside inspection program.
Quantity: 1 LS, Total Price $__________________ 

This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein.  

Addendum to FAR 52.212-1, Instructions to Quoters-Commercial Items and Services, applies to this acquisition and is incorporated by reference.

All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (attached).  An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through http://www.sam.gov.  If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.  


All Contractors must be registered in SAM in order to receive an award from a DOT Agency.
