Sole Source Special Notice Solicitation for MAANG TAPP Grant

This announcement constitutes a Notice of Solicitation. The Massachusetts Air National Guard 104th Fighter Wing intends to award a Contract to provide an independent review of technical documents for the Barnes ANGB Restoration Advisory Board and the PFAS contamination.

This is a notice of intent that MAANG is soliciting requirements for a fixed firm price service contract. The proposed contract action for this requirement will be sole source to the following Contractor:

This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 13.501(a)(1)(ii), sole source under the authority of the simplified procedures for certain commercial items. This notice is NOT a request for competitive proposals as the Government does not own or possess the facility necessary to facilitate competition for these services.

However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Issue date of the solicitation is 24 March, 2023, with response date for receipt of proposal 7 April 2023. As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV. All questions and concerns shall be submitted in writing via e-mail to 104.fw.msc@us.af.mil
