Description
The Missile Defense Agency (MDA) intends to re-compete its existing contract for the Security Operations Center requirements that will now be called the Enterprise Access Control Support (EACS) contract. This Sources Sought is to find the number of potential vendors with capability sets that match EACS support requirements. This Sources Sought helps MDA determine the number of companies, and contacts, interested in submitting proposals for the formal solicitation.
The Missile Defense Agency’s Emergency Management Directorate (DSS) requires access control support in implementing MDA’s policy of protecting Agency facilities, information, property, personnel, equipment, activities, and operations, in accordance with applicable laws and regulations.
Overarching tasks include but are not limited to:
- Provide access control and safeguarding services, 24 hours a day, 7 days a week, 365 days a year at MDA and United States Army Space and Missile Defense Command (USASMDC) geographically dispersed locations in the continental United States (CONUS).
- Provide unarmed safeguarding and access control services at specified domestic (CONUS) and international (OCONUS) sites.
- Provide access control and safeguarding services in support of the Agency’s Integrated Master Test Plan (IMTP), as required.
- Operate MDA’s enterprise Integrated Electronic Security Systems (IESS) consisting of the following subsystems: access control (ACS), intrusion detection (IDS), and closed circuit television (CCTV).
- Operate a 24/7/365 Global Security Control Center (GSCC) and Security Control Centers (SCCs) in specified MDA regions. The GSCC and SCCs shall facilitate Agency-wide and/or regional security command and control, radio communications, and alarm monitoring.
- Provide Visitor Control Administration by processing incoming as well as outgoing Visit Authorization Requests (VARs).
- Provide Security Credential Administration by performing in and out processing of various identification and authorization cards, badges, and passes.
