Description
Amendment 0001 Issued to Answer Questions Submitted and Correct the Period of Performance and Solicitation Number on the Schedule
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305L223QNCNL1051 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04.
The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Geosciences Research
Division has a requirement to optimize M-Pages Software in accordance with the attached Statement of Work. The
period of performance is one year from the date of award.
The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote.
This RFQ is 100% set aside for small businesses. The associated NAICS code is 541990 - All Other Professional, Scientific, and Technical Services, with a Size Standard of $19.5 Million
Additionally, each offeror must provide the following information with the quote:
1. Technical proposal that demonstrates the following areas of expertise:
- C++ programming
- Efficient implementation of the Eigen C++ library
- Processing of GNSS pseudorange and phase observations for high-precision positioning
- Code profiling
- Efficient manipulation of large matrices (inversion, transpose, sparse matrices, Cholesky decomposition)
- Construction and solving of large sets of normal equations
- Least squares solutions with constraints
2. The Request for Quote (RFQ) number;
3. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
4. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
5. A list of Key Personnel, names, titles, and contact information shall be provided.
6. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
7. Completed Past Performance Reference form.
All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 1:00 P.M. Eastern on July 26, 2023. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 3:00 P.M. Eastern on July 29, 2023; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). Quotes must be submitted electronically via e-mail to Wendy.Culbreth@noaa.gov.
The anticipated award date is on or about August 20, 2023.
The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.**
