Description

The Government intends to award a sole source modification in order to continue procurement of technical support and software and computing solutions for the LCS Mission Packages (MPs) on behalf of Program Executive Office (PEO) Unmanned and Small Combatants (USC). Specifically, the Government intends to modify an existing contract with Advanced Acoustic Concepts (AAC), 425 Oser Ave, Hauppauge, New York 11788-3676.  Under the modified contract, AAC will continue to develop, deliver, install, maintain and sustain the Mission Package Computing Environment (MPCE), Common Mission Package Trainer (CMPT), Mission Package Portable Control Station (MPPCS), Mission Package Operating Environment (MPOE) and Mission Package Services (MPS). AAC will also continue to provide engineering services to update and sustain the associated software and hardware configurations of MPCE, CMPT, and MPPCS units. These efforts may also include modernization efforts, implementation of new Navy cyber security requirements, and resolution of parts obsolescence issues.

AAC developed and produced the MPCST 2.0 software and hardware configurations, which utilize commercial computing equipment. AAC developed these products under a Small Business Innovation Research (SBIR) effort, resulting in the Government possessing SBIR data rights. Because of these restrictions, AAC is the only responsible source capable of fulfilling the Government’s requirements for LCS MPCST 2.0 hardware and software production and support.

The proposed contract action is for supplies and support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 and 10 U.S.C. § 2304(c)(5). Interested parties may respond to this synopsis with a letter of capability and interest. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
