GENERAL INFORMATION
NOTICE OF INTENT TO AWARD SOLE SOURCE:
The 48th Contracting Squadron, United States Air Forces in Europe (USAFE), Royal Air Force Lakenheath intends to award a sole source, base year contract with four additional one (1) year options to International Automated Systems (IAS). This requirement is to provide all equipment, material, labor and transportation necessary to perform the IAS External Aircraft Fuel Tank Storage System (EAFTSS) annual preventative maintenance operations, emergency service and repairs and system training for the Government Personnel. The scope includes, but not limited to, inspection, calibration, cleaning, lubrication, repairs, on call contractor availability and annual training for the Government personnel. IAS is the sole proprietor of the EAFTSS Product. IAS controls all manuals and data needed to perform the service. The justification for restricting competition will be in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Since IAS controls all manuals and data needed to perform the service fulfilling the Governments requirements, it is the only entity with whom a contract can be executed.
This notice of intent is not a request for competitive quotations and no solicitation will be issued from this notice; interested contractors may identify their capability to provide the services prescribed within this notice and the attached Performance Work Statement (PWS) on or before

the response due date, and should provide sufficient data for the Government to determine them as a comparable alternative to the intended source. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
