Amendment#0002/Janitorial Services

This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.603 Streamlined solicitation for commercial products or commercial services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is 12405B22Q0025 and is issued as a request for quotation (RFQ).  This requirement is a 100% Small Business Set-Aside.  The associated NAICS Code is 561720 Janitorial Services, and the Small Business Size Standard is $19.5 million.  This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-04.

Description of Work:

The U.S. Department of Agriculture, Agriculture Research Service, Invasive Plant Research Laboratory requires janitorial services.  Work includes janitorial services for four (4) buildings, consumable supplies provided by ARS location as noted in attached Statement of Work.  Janitorial services are to be performed at the IPRL in Fort Lauderdale, FL.  The requirements are further listed in detail in the attached Statement of Work.

Period of Performance Dates:

• Base Year - 03/01/2022 - 02/28/2023
• Option Year 1 - 03/01/2023 - 02/28/2024
• Option Year 2 - 03/01/2024 - 02/28/2025
• Option Year 3 - 03/01/2025 - 02/28/2026
• Option Year 4 - 03/01/2026 - 02/28/2027

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quotation is submitted.  The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project.  No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.  This project is located at USDA-ARS- Invasive Plant Research Laboratory, 3225 College Aveneue, Fort Lauderdale, FL 33314.

DOCUMENTS TO BE INCLUDED IN QUOTE: 

In order to be considered for award, Offerors shall respond by:

1. Providing a quotation on company letterhead detailing the item description, unit price per item, total price and valid for at least 60 days after receipt of quotation
2. Providing all associated documents identified in the attached clauses and provisions document, specifically 52.212-1 Instruction for the Preparation of Offers. 
3. Have an Active SAM.gov registration and complete the Representations in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.beta.sam.gov.

Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov).

Failure to provide the required information in the requested format may result in quotes not being considered for award.

FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document.  Additionally, other contract requirements and terms/conditions can be located in the same document.

All sources wishing to furnish a quotation shall furnish a quotation by Tuesday, February 22, 2022, no later than 3:00 p.m. Central Time (CT).  Quotations are to be sent via email to Monte Jordan @ monte.jordan@usda.gov.

Only Email submissions of quotations will be accepted. 

All questions pertaining to this solicitation must contain reference to the solicitation number and must be submitted, in writing only via e-mail to monte.jordan@usda.gov no later than February 18, 2022.
