Description

Portsmouth Naval Shipyard has received two inquiries on Solicitation N3904023R0003 upon which we would like to clarify.

Q1: A company only has the ability to fullfill a single or a couple line items but not the entire solicitation. Could we quote on only specific line items?

A1: Yes, you are more than welcome to quote on singular or select line items, inclusive of their associated data requirement(s)! Pursuant to NAVSEA Text M-215-H002 MULTIPLE AWARDS (NAVSEA) (OCT 2018), It is the intent of the Government to award more than one contract as a result of this solicitation. The Government reserves the right to make one or more awards based upon the number of acceptable proposals received and the availability of funding.

Q2: Line Item 0005 on solicitation N3904023R0003 is for 1H 4710 01-128-3502 X2 ATSM-A-312,12IN,3SCH10S,304 - which happens to be welded pipe. Under any circumstances would Portsmouth be able and willing to accept seamless pipe in lieu of the required welded?

A2: If no technically acceptable quotes for welded pipe on Line Item 0005 are received, Portsmouth would be able to accept seamless pipe following these procedings:

1. Zero technically acceptable quotes are received for welded pipe by close of the solicitation

2. Procedures for the manufacturing of seamless pipe are submitted to Portsmouth for approval

3. Portsmouth sends the new procedures and a request to substitute welded for seamless pipe

4. IF the substitution is approved by the chain of command, and procedures are accepted and approved by PNSY, a new TOD for Item 0005 will be issued for the corresponding award, which may or may not include the other two line items (and their data requirement CLINS) in this solicitation
