Description
This notice is being updated to reflect the inclusion of an option to purchase additional license units from Altair Engineering, Inc. Therefore, FAR clause 52.217-7 Option for Increased Quantity-Separately Priced Line Item, is included in the Description for an additional 29 units of the Altair Enterprise Suite license. The total number of license units required, which is inclusive of the base and option requirements, is updated to be a total of 50 units. The response date to this notice is extended until July 31, 2024, at 4pm, Eastern.

Title: Altair Enterprise Suite License
Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Altair Engineering, Inc, located at 1820 E. Big Beaver Road, Troy, Michigan, 48083-2031. The purchase order will specifically procure Altair Enterprise Suite license, in quantity 21 units, including technical support and software updates during the license period. The license shall be delivered via electronic download with an effective performance period of 10/1/2024 through 9/30/2025.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 513210 – Software Publishers with a small business size standard of $47,000,000.
Description
The NIST Engineering Laboratory (EL) serves as the world-class resource for developing and promoting the use of science-based tools to enhance the global competitiveness of U.S. industry through innovations in the nation's buildings and physical infrastructure. EL seeks to obtain an Altair Enterprise Suite software license that is required for continuation of research projects in EL that are currently using Altair HyperWorks and Monarch software packages. Further, various research projects at NIST require the use of Altair Enterprise HyperWorks software for evaluation of structural performance under multiple hazards, including failure investigations. Altair Enterprise HyperWorks Software is required for mesh generation, pre-processing, and post-processing of finite element models. Full compatibility with existing Altair Enterprise HyperWorks models, macros, and results files is required. In addition, Altair Enterprise Monarch software is required for data extraction, cleansing, and manipulation, including format conversions in preparation for data analytics. Full compatibility with past and current NIST EL research protocols, including existing Altair Enterprise Monarch data models, is required. In accordance with FAR clause 52.217-7 Option for Increased Quantity-Separately Priced Line Item, an additional 29 units of the Altair Enterprise Suite license units may be required. The total number of license units required, which is inclusive of the base and option requirements, shall not exceed 50 units.
Sole Source Determination
The sole source determination is based on the following:
The Altair Enterprise Suite License is required due to continuity of science and continuation of multiple projects at NIST and compatibility with previous results produced by NIST using the Altair Enterprise Suite License. The Altair Enterprise Suite License is the only software package that offers full compatibility with previous research and the large number of existing input and output files of finite element analyses, which were produced by the previous research using the Altair Enterprise Suite License. The Altair Enterprise Suite License must be purchased directly from Altair Engineering, Inc. and no other sources of supply exist.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than 4:00 PM, Eastern Time on the 7th calendar day following release of this notice.
