Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure two Varimax-40 systems, one associated ECI Control Panel, and installation of the components at Ft. Stewart, GA. ERDC-CERL intends to award a purchase order on a sole source basis to E3 Solutions, LLC in accordance with FAR 13.106-1(b)(1).
E3 (Effective Efficient Evaporation) Solutions LLC is the only source capable of fulfilling the government’s requirement. E3 Solutions is the manufacturer of the Varimax-40 and the only entity able to provide and install this unique technology system. There are different types of evaporation technologies available on the commercial market, including thermal and falling film evaporation systems. Most of the similar technologies utilize a “snow blower” method which blows water into the air without tallowing for droplet control, which is undesirable as it does not allow the end-user much ability to control disposal of the wastewater that is produced.
The Varimax-40 system is a mechanical water fracturing system that uses rotary atomization to force evaporation of wastewater. It is differentiated from other commercial systems in its ability to fracture water into tiny microns (75-150m), even in high humidity climates, before it evaporates it, thus creating a greater surface area which enables the natural evaporation of greater quantities of water and at faster rates than other commercially available evaporators. In addition, the Varimax-40 is the only source capable of the following desirable features:
- Air dispersion systems that do not produce any ppm in the 2.5 or 10.0 ranges (as determined by an air dispersion study performed by an independent engineering firm).
- Remote Data Collection and Reporting system that will include:
1. Data collection at 1-minute intervals for the following parameters:
a. Influent Flow Rate
b. Effluent Flow Rate
c. Status of individual Atomizer
d. RPM of each individual Atomizer
2. In addition to the above listed parameters, we will also collect:
e. Amps for each Atomizer
f. Accumulated Runtime for each Atomizer
g. Hertz Setting for each Atomizer
h. Flow Rate to each Atomizer
3. Reports to be complied daily, weekly, and monthly with storage and access to historical data.
Because of these reasons E3 Solutions, LLC is considered to be the sole source for this procurement.
This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
