Synopsis of Award

Seventeen individual airlift carriers have been awarded seventeen indefinite-delivery/indefinite-quantity, fixed-price contracts for worldwide airlift services.  Individual airlift carriers are:  Air Center Helicopters, Burleson, TX (HTC711-20-D-R005); Berry Aviation, Inc., San Marcos, TX (HTC711-20-D-R006); Big Horn Airways, Sheridan, WY (HTC711-20-D-R007); CareFlight Limited, Australia (HTC711-20-D-R009); CHI Aviation, Howell, MI (HTC711-20-D-R010); Columbia Helicopters, Inc., Aurora, OR (HTC711-20-D-R011); Contour Aviation, Smyrna, TN (HTC711-20-D-R012); CSI Aviation, Inc., Albuquerque, NM (HTC711-20-D-R013); East Coast Flight Services, Inc., Easton, MD (HTC711-20-D-R014); Erickson Helicopters, Inc., Portland, OR (HTC711-20-D-R015); Flightworks, Inc., Kennesaw, GA (HTC711-20-D-R016); Hillboro Aviation, Hillsboro, OR (HTC711-20-D-R017); Jet Logistics, Inc., Charlotte, NC (HTC711-20-D-R018); Mountain Aviation, Inc., Broomfield, CO (HTC711-20-D-R019); Omni Air Transport, Tulsa, OK (HTC711-20-D-R020); Phoenix Air Group, Inc., Cartersville, GA (HTC711-20-D-R021); and Rampart Aviation, Colorado Springs, CO (HTC711-20-D-R022).  The total cumulative face value of the program is $5.7 billion.  Work will be performed worldwide with an expected completion date of Nov. 11, 2024.  Fiscal year 2020 Transportation Working Capital Funds will be obligated to cover minimum guarantees for each IDIQ contract holder.  DoD and/or other Federal Agency Appropriated funds will be utilized to cover obligations made under task order awards.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.
