Notice of Intent to Sole Source tRelational/Data Propagation Systems (DPS)

This is not a request for quote or proposal. This Notice of Intent serves to inform the public of the Government's intent to award a Firm-Fixed Price Contract to Treehouse Software, Inc. 2605 Nicholson RD STE 230, Sewickley, Pennsylvania, 15143-1554, under authority at FAR 13.106-1(b)(1)(i). Only one responsible source and no other supplies or services will satisfy agency requirements. Defense Counterintelligence Security Agency (DCSA), intends to award one (1) twelve (12) month to the sole proprietor, Treehouse Software, Inc. for the procurement of tRelational/DPS software to run on IBM servers, located at Boyers, PA and Macon, GA.

The BIES environment was previously supported by Office of Personnel Management (OPM). Section 925 NDAA FY18, Public Law 115-91, and Executive Order (EO) 13869 required the transfer and transition of OPM background investigation resources to Defense Counterintelligence and Security Agency (DCSA). OPM previously procured this requirement this under contract 24322619P0023. DCSA executed an administrative contract transfer the OPM contract to DCSA (HS002120P0017).  As a result of separating from the OPM computing environment, DCSA must now obtain its own Treehouse Software products to be utilized in the Background Investigation Enterprise System (BIES) environment.

The requirement is to procure maintenance for tRelational and DPS installed on IBM 3907-Q06 server, MSUs capped at 379 and tRelational and DPS installed on IBM server 3907-A01, MSUs capped at 379 COOP Test of software products for DCSA Background Investigation Enterprise System (BIES).  The proposed contract is a follow-on action following the expiration of contract HS002120P0017, which allows the operation of the tRelational software, specifically its data mapping and Extract, Transformation, and Load (ETL) process to move data between two databases with very different structures.

Treehouse Software, manufacturer and maintainer, has sole proprietary rights (formerly owned by International Builders Incorporated) to the Treehouse Software, Inc. is the sole reseller to government. This software is the only one available that does the data mapping and ETL processing we need from ADABAS to a relational database.

The primary North American Industry Classification System (NAICS) code is 511210- Software Publishers.

This notice of intent is not a request for quote for competitive proposals, however interested parties may identify their interest and submit a capability statement for this requirement by 4:00 PM, EST on September 2, 2022 to ashley.e.twichell.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
