Notice of Intent to Sole Source - Acute Dialysis Treatments and Maintenance

The Air Force Test Center Operational Contracting Squadron (AFTC/PZIOA) Eglin AFB, FL intends to award a SOLE SOURCE, Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract to:

This acquisition consists of Acute Dialysis Treatments and Maintenance for patients at Eglin Air Force Base hospital under a non-personal services contract. The scope of this contract includes: acute dialysis treatments, service, maintenance, and sterilization of dialysis equipment; the provision of a qualified nurse or technician trained in extracorporeal therapies or acute dialysis according to the particular service prescribed and with regard to applicable state licensing requirements; be available 24 hours a day/7 days a week, with being required to report within 2 hours of being notified for services.  Anticipated award date is 1 July 2022.

This requirement is for one base year + 2 option years:  

• CLIN 0001:  Acute Dialysis Treatment
• CLIN 0002:  Dialysis Equipment Maintenance

This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Fresenius Kidney Care American Dialysis, under statutory authority of 41 United States Code (USC) 1901.FAR 13.106-1(b)(1). This authority is supported by an approved Far Part 13 Single Source Justification. It is the Government's intent to proceed with this sole source action. The applicable NAICS code is 621492, the size standard as defined by the U.S. Small Business Administration is $41.5M.  

According to the sources sought posting on 19 April 2022, several vendors showed interest, but after further clarification and feedback, were not fully capable due to non-locality, inability to comply with hours of operation, reporting parameters of being able to report within 2 hours of being notified of services, and lack of interest due to low volume of estimated dialysis treatments annually.  Fresenius Kidney Care American Dialysis, LLC was the only vendor to respond to the posting that was able to provide the full scope of services as identified in the Performance Work Statement, support the anticipated award date, meets locality needs, and is interested in providing this service for the estimated low volume of treatments annually.  

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12:00 pm CST on 27 May 2022 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services in its entirety.
