Description

The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for maintenance dredging of the Federal Navigation Project (FNP) at Green Harbor located in Marshfield, Massachusetts. This project is set-aside for small business. The NAICS code for this procurement is 237990 with a size standard of $37M. The estimated construction cost is expected to range from $1,000,000.00 to $5,000,000.00.

The proposed work in the FNP consists of maintenance dredging of the 6 foot and 8 feet deep entrance channel and of the 6-foot-deep inner harbor anchorage area.  The project will require dredging of about 44,000 cubic yards (CY) of mixed sandy and silty material from the anchorage area and approximately 15,000 CY of sand and cobbles from the entrance channel.  Material dredged from the entrance channel will be placed (from 1 November 2023 to 31 January 2024) at a previously used nearshore area, a haul distance of about 1 nautical mile from the harbor.  Material dredged from the anchorage will be hauled to, and placed (from 1 October 2023 to 31 December 2023) at, the Cape Cod Bay Disposal Site, about 13 nautical miles away from the harbor. 

This project will require floating marine plant consisting in part of a barge mounted mechanical (bucket) dredge, two or more scows for hauling the dredged materials, tugs to position the dredge and tow the scows, workboats to transfer crew, and survey boats.  Dredging and disposal operations are expected to take about three months to complete.  The available work window for this project is 1 October to 31 January as outlined above.  Contingent upon receiving competitive bids, work is anticipated to start in October 2023. 

This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission (which may include definitive responsibility criterion) and the response date will be available on or about June 25, 2023.  Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov). In order to download the solicitation, offerors must access the Procurement Integrated Enterprise Environment (https://piee.eb.mil/), solicitation module. Amendments, if any, to the solicitation will be made available at the PIEE website. Registrants are responsible for the accuracy of the information on the SAM.gov Registration List.
