Bldg. 894 - Create Bldg. Security Boundary

This announcement serves as the synopsis for the following:

The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to upgrade building 894 to create a secure building boundary for the new use of the building which involves maintenance and repair of particular weapons systems. The project will require the contractor to provide security upgrades including adding security bars to duct work, door removal and wall infill, capping tube skylights and other upgrades such as welding door hinge pins, adding security locks, badge readers, and astragals to enhance door security. In addition, the scope also includes installing emergency eyewash stations and adding new compressed gas bottle racks and return lines.

The Government anticipates awarding a single firm fixed price service type contract.  The solicitation number for this requirement is N0025324R5002.  Performance location will be Keyport, WA.  The target award date is, July 3, 2024.

The NAICS code is 238290, Other Building Equipment Contractors, with a Small Business Size Standard of $22.0 Million.  The Product Service Code is Z2EC, Repair or Alteration of Production Buildings.  This solicitation will be 100% set aside for small businesses.

The solicitation will be issued in accordance with FAR Part 15, utilizing Low Price Technically Acceptable evaluation factors.  The Government anticipates issuing the solicitation on or about February 13, 2024 with a 30-day response time.  The contracting office is not maintaining a bidders list.  Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection.
