Description
Background: The Oak Grove Stewardship IRSC shall be awarded under the following Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
NAICS: 115310: Support Services for Forestry, size standard: $34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.
Project Location:
The project is located with the Riverside Fire burned area along portions of National Forest System (NFS) roads 57, 5710, and NFS road 46 between the junction of NFS road 57 and 4660.
Township 6 South, Range 6 East, Sections 2, 1, 11, 12; Township 6 South, Range 7 East, Sections 6, 5, 7; Township 6 South, Range 6 East, Sections 10, 15, 22, 23, 24; Township 6 South, Range 7 East, Sections 27,26, Willamette Meridian.
Period of Performance: All work shall be completed by 12/31/2024.
Description of Work:
The objectives of this project are an end result of National Forest System (NFS) roads that have no standing danger trees (identified as low, likely, and imminent) within striking distance of the road (including the slide and roll area) so that roads can be reopened to public use.
In addition, existing decked logs remaining from previous danger tree cutting and fire suppression actions will be removed from within the clearing limits of National Forest System (NFS) road 46 and either relocated to a designated location or removed as timber subject to agreement from the contract area.
The following activities are included in the Oak Grove Stewardship IRSC:
- Cut and remove standing fire killed and damaged trees that are hazards to NFS roads.
- Pile, chip, scatter, and/or remove from contract area operationally generated slash and fuels to contract specifications.
- Implementation of erosion control mechanisms during and at the end of operations.
- Maintenance and reconstruction of NFS roads within the contract area.
- Optional work items to include the removal of decked timber along either side of NFS road 46 and between the junctions of NFS road 57 and NFS road 4660.
Estimated Timber Volume and Species composition is as follows:
All Timber and Biomass is subject to agreement.
There is an unestimated amount of Forest Products that may be agreed to for removal. Vendors are asked to provide their estimated amount of Forest Products that may be removed. There is a mix of fire damaged timber; primarily Douglas-fir, Western Hemlock, Western red cedar, true firs, and some hardwood intermixed.
During presolicitaiton, the Forest held a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit notes are included in this solicitation as an attachment.
