Description
This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice.
The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the renovation of the North Gate Buildings 208 and 209 at Defense Supply Center Richmond (DSCR), VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB).
The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 236210, Industrial Building Construction, with a Business Standard of $45M and Product Service Code of Z2EZ – Repair or Alteration of Other Industrial Buildings.
In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000.
Project Description: Provide labor, material, and equipment to perform the following:
USACE NAO is seeking a small business capable of renovating North Gate’s Buildings 208 and 209 to support the operational and security requirements for the North Gate access control facilities.
The facilities shall be renovated to provide upgraded visibility, updated toilet facilities, and updated vehicle identification capabilities. The Guardhouse and Truck Gate facilities shall be upgraded to improve lighting and provide a more efficient heating and ventilation system on the interior and exterior of the facilities. Work also includes expansion of Building 209 to include workspace and shelter for personnel, repair for existing windows, and installation of sliding windows as well as new pavement, striping, and replacement of safety barriers.
The IFB and accompanying documents will be issued electronically on the PIEE website (https://piee.eb.mil/) and accessible via SAM.gov approximately during latter January or February 2024. Telephone calls or written requests for the IFB package will NOT be accepted.
Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
