Notice of Intent to Sole Source: Phantom High Speed Digital Video Cameras and Accessories at Vandenberg SFB

This notice acts as notice of intent to award a sole source contract IAW FAR 5.207.

The 30th Contracting Squadron at Vandenberg Space Force Base (SFB), CA intends to award a sole source purchase order contract to Vision Research, Inc. for the purchase of Vision Research High Speed camera systems used for engineering imaging of space launch missions to support the Vandenberg SFB and Western Range customer space launch requirements. The anticipated award date is 14 Jul 2023. The required items and quantities are as follows:

CLIN 0001: (3) ea, Phantom T4040, Color 256GB Memory, 1GBE, 1US, 12-BIT, Cinemag Compatible

CLIN 0002: (8) ea, Kit, Lens Mount, Canon EF-Mount for T-Series Cameras

CLIN 0003: (6) ea, Phantom Cinemag 5E, 8TB for Flex4K, VXX12, VXX40, T-Series, TMX

CLIN 0004: (3) ea, Kit, Case, Carry with Wheels and Custom Foam T-Series Cameras 1510 Black

The applicable NAICS for this acquisition is 333310 - Commercial and Service Industry Machinery Manufacturing, with a business size standard of 1,000 employees. The applicable PSC is 6760, Photographic Equipment and Accessories.  The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of AFFARS 5313.501 - 10 U.S.C. 3204(e), Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) as only one source is reasonably available and no other supplies or services will satisfy agency requirements.  

This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals.  However, the Government will consider all proposals received within 4 days of publication of this synopsis. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Firms who seek to challenge the sole source must submit substantiating documentation that demonstrates your firm's ability to provide an equivalent supply as described in the attached Salient Characteristics.

Respond to the below point of contact referencing Notice ID F4D1R33173AW01 by 4 Jul 2023 at 3:00 p.m. (PDT).  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
