This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
The Department of Veterans Affairs Administration, Fayetteville VA Medical Center, located at 2300 Ramsey Street, Fayetteville, N.C 28301 has need of a contractor who can provide all necessary labor, equipment, tools, materials, parts, etc. for complete annual internal inspection, semi-annual tuning, testing, calibrating, adjustments of boiler equipment and boiler plant controls.
Below is a summarized description of the required boiler services.
A qualified testing contractor is an individual/company that has performed testing in compliance with the attachment (A)-VHA Boiler and Associated Plant Safety Device Testing Manual in at least three other VA medical facilities.
Any conflict with the SOW or other reference codes, the latest edition of BEI will govern.
A qualified Professional Inspectors as defined below shall perform internal and external inspections on high pressure (over 15 psig) steam boilers and internal inspections on feedwater deaerators and other pressure vessels.
Non-destructive testing of feedwater deaerator pressure vessels shall be performed by certified non-destructive testing technicians as defined below under the guidance of the Qualified Professional Inspector.
The qualified contractor shall furnish all necessary labor, equipment, tools materials, parts, etc., for complete annual internal inspection, semi-annual tuning, testing, calibrating, adjustments of boiler burners, boiler equipment and boiler plant as specified below in accordance with the terms and conditions and schedule of this SOW. The contractor must complete inspection, tuning, testing, calibrating, and adjustments or burners and boiler and boiler plant controls as specified below:
Inspection and calibration cannot be scheduled during hours of heavy steam load periods. Only one boiler at a time can be out of service for the inspection, testing and calibration procedures.
Semiannually instrumentation, monitoring and data management systems shall be coordinated and completed when the COR or his/her designee is available on-site to monitor work progress.
The contractor shall provide inspection, testing and calibration services for boiler plant safety devices in accordance with requirements contained herein for the following list of equipment.

Technician Qualifications:
Technicians shall have completed at least a one-year trade school and have five years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the FVAMC plant. The FVAMC facility manager/engineer may define and accept equivalent qualifications.
The anticipated NAICS CODE FOR THIS PROCUREMENT IS 238220, Plumbing, Heating, and Air-Conditioning.
