Description

The U.S. Army Engineer Research and Development Center (ERDC), The GRL ABL team must procure an imaging spectrometer that will acquire precise and accurate spectral and spatial measurements at a wide range of wavelengths (300 nm - 2400 nm). The instrument must be able to meet the requirement and perform specific and accurate measurements for the GRL to conduct a study to develop a lidar system for a high-altitude balloon. There is a need to observe specific wavelength ranges with precise spatial and spectral resolution. Components such as diffraction gratings, mirrors, slits, and detectors need to be replaced and carefully tuned during the studies to accommodate the measurement requirements. This ensures that the spectrometer can accurately capture the desired data across different spectral ranges and resolutions. This instrument is needed to characterize other instruments like illumination lasers, measure reflectance, and analyze unexpected anomalies in the field of view. The spectrometer and accessories will enable the GRL ABL team to fulfill the ELS3D project's mission by providing insight into how to build a better lidar sensor for the ELS3D project and explore opportunities for future 6.1, 6.2, and reimbursable projects that need specific measurements and characterizations. Therefore, it is recommended that the model HRS-500SS-NI and its accessories, manufactured by Teledyne Princeton Instruments, are the commercial products which can meet all stated requirements. Therefore, it is recommended that this requirement be sole source to Teledyne Princeton Instruments Cage code 4X574

The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Kwamaine Clark at Kwamaine.d.clark@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 10:00AM CST, Monday, August 12, 2024.
