Description
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Great Lakes and Ohio River Division intends to issue a Request for Proposal (RFP) W912QR22R0024 for a Base IDIQ Single Award Task Order Contract (SATOC), for the purpose of providing professional, administrative and management services for construction management services (CMS) support at various civil and military construction offices/projects primarily within the Great Lakes and Ohio River Division. The scope of services includes providing assistance to the US Army Corps of Engineers in its CMS mission at various projects in the above service area. Each request for CMS services will be ordered by “task order” under a solicitation to the contractor. All task order work is considered to be non-personal services and will have a duration set forth with each task order.
The Contract Duration is a five- year base with no options.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 541611 – Administrative Management and General Management Consulting Services.
TYPE OF SET-ASIDE: This acquisition will be 100% set-aside for Service-Disabled Veteran Owned Small Businesses.
SELECTION PROCESS: This is a single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Past Performance, Management Plan and Price. All evaluation factors, other than price, when combined, are considered equal to price.
DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.
