Description:

The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for Stevedoring and Related Terminal Services (S&RTS) at the Ports of Poti, Georgia. The Government intends to offer a single, fixed rate schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five (5) year ordering period to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered in accordance with the Request for Proposal (RFP). The Period of Performance for this requirement is: 1 April 2023 – 31 March 2028. The contract will include FAR clause 52.217-8, Option to Extend Services.

This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and FAR Part 12, Acquisition of Commercial Items. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration of contract award. Award will be made on the basis of Lowest Price Technically Acceptable (LPTA).

An RFP should be available on SAM.gov on or about 17 June 2022. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-R.
