Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-6 dated 26 May 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 519130 with a small business size standard of 1000 employees. This solicitation number W91ZRS-22-R-0019 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for a Digital Mobile Recruiting Platform. The mobile recruiting platform must provide 10 or more text-based recruiting user accounts. The platform will have the ability to import CSV/Excel files with candidates regardless of size and tag candidates based on imported information. These files will give us the ability to send one-on-one SMS messages as well as one-on-one messages on a mass scale without quantity limitations for campaign specific messaging. Will include 2-way communication with unlimited inbound and outbound text/SMS, candidate auto-unsubscribe, candidate cell phone verification and a local area code associated with each user. This platform must have customizable templates for users and admins in order to save time, this includes response templates as well. The platform will include Drip SMS campaigns which automates follow up messages with unresponsive candidates. Includes mail merge to create personalized messaging on the large scale (firstName, SGT lastName). The platform will include a mobile App available for iOS and Android and also browser extensions for Google Chrome, Firefox and Edge so that the platform can be accessed outside of the App. Must also have spell check, ability to send trackable links, call forwarding, voicemail with notifications via email, desktop notifications for new messages / voicemails and push notifications for mobile app. The platform will also track candidate records that will include the entire communication history no matter how they came in, who was speaking with them or how long ago while keeping all data collected secure. The company will provide live training for all users, ongoing support/training for duration of contract with a dedicated account manager and provide real time reporting and analytics for individual accounts/users. The vendor must also provide a dashboard with analytics and the ability to maintain secure historical data of candidates contacted as well as conversations had. Efforts to capture data as it relates to return on investment will include, but are not limited to the following: Marketing Survey and data provided in the platform.
This solicitation is 100% Small Business set-aside.

Instructions to Offerors
1. All questions shall be in writing. Questions may be emailed to james.e.turcotte3.mil@army.mil. Questions must be submitted no later than 08:00 a.m. EST, 15 August 2022.
2. All quotes are due no later than 08:00 a.m. EST, 22 August 2022. Quotes may be emailed to james.e.turcotte3.mil@army.mil.
3. Bid MUST be good for at least 30 calendar days after close of Buy.
a. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the email address does not change the due date or time.
Basis for Award
Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The most important factors are price and past performance. SAM Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov.
Payment shall be paid thru the wide area workflow program. All payments are net 30 days. All Offerors must accept this as payment. The wide area workflow website is https://wawf.eb.mil/.
Offerors must include a list of their product’s specifications along with their quote to determine technical acceptability.
Responses are due no later than 0800 EST, Monday, 22 August 2022, and shall be electronically submitted to james.e.turcotte3.mil@mail.mil.
