5/17/2023 Update: Thank you for your interest in Battle Command Training Equipment (BCTE). The Government is providing solicitation W900KK-23-R-0009, Amendment 0002. See attached BCTE Amendment 0002 and BCTE Amemdment 0002 Letter with attachments. This amendment also provides additional responses to questions from industry, listed as Attachment 0001 and 0002 of the letter.

5/10/2023 Update: Thank you for your interest in Battle Command Training Equipment (BCTE). The Government is providing solicitation W900KK-23-R-0009, Amendment 0001. This amendment provides responses to questions from industry and extending the proposal closing date to 12pm on 25 May 2023. All potential offerors are reminded to ensure compliance with 52.219-33 Nonmanufacturer Rule.

The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager, Synthetic Environment (PM SE), Product Manager, Constructive Simulation Support (PdM CSS) has a requirement to equip training locations with the training enablers needed to conduct individual and collective Mission Command (MC) trainings. The Mission Training Complex (MTC) for Joint Land Component Constructive Training Capability (JLCCTC) site serves as the installation’s focal point for integrated Home Station Training by integrating multiple training assets - facilities, technical and support personnel, live digital ranges, virtual simulators and simulations and constructive simulation in support of mission command training (individual, leader, crew/section, battle staff, collective) for operational units. The Battle Command Training Equipment (BCTE) program provides training enablers to locations supporting the Active Component (AC), Army National Guard (ARNG) and U.S. Army Reserve (USAR) at Continental United States (CONUS) and Outside the Contiguous United States (OCONUS) installations. In addition to providing the initial fielding. PEO STRI also has the requirement to provide life cycle replacement of Commercial off-the shelf (COTS) Information Technology (IT) hardware, software and software licenses required to meet the Cybersecurity and RMF policies for Department of Defense (DoD) IT systems to maintain cybersecurity and replacement of defective Furniture, Fixture and Equipment (FFE) during the performance of this contract. BCTE enables training effectiveness by providing the locations with an improved ability to link constructive simulations with MC training, connecting the training environment to the operational environments.

Hagan at Marvin.j.hagan.civ@army.mil no later than by 12:00 PM EDT on 12 April 2023 with the full solicitation number, W900KK-23-R-0009, within the subject line. Comments and questions submitted prior to this time will be accepted and are highly encouraged. Questions and Comments via phone will NOT be accepted.

In accordance with submission instructions outlined in Section L.2, Proposal Submission Requirements, proposals for solicitation W900KK-23-R-0009 shall be received by the designated Government official no later than by 12:00 PM EDT on 25 May 2023. This solicitation does not obligate the Government to make an award.

The applicable NAICS Code for this acquisition is 541519 (Exception), Information Technology Value Added Resellers, with a Small Business Size Standard of 150 Employees.
